Painting an Inflatable Dinghy ?

Our 10 year old inflatable RIB (PVC) is in reasonable condition but has a bad case of black/grey grunge which you cannot scub off.

The problem is mainly visual.

I have on advice used Toluene which is partly successful but is I suspect hard on the fabric.

Does anyone know if it is possible to paint these dinghies- perhaps with a vinyl paint?

Don't use that crap sold at Worst Marine, it never really cured for me, which resulted in anything and everything, like sand, sticking to it! Fortunately I only used it on the floor.
