you could just grind off the weld around it and knock it out,then weld a plate in the hole to leave the deck flush.

welding the fitting itself closed will be difficult due to aluminium corrosion issues.,otherwise unscrew it put a new seal in and leave it.

i have simmilar fuel fillers on my boat,recessed into the deck.
