Go to any bigbox hardware store and buy 1" wide 1/4" thick white foam weatherstriping gasket. 25' rolls, self-adhesive on one side. All sorts of dimesions available and it is closed cell foam, maybe $5-7 for a roll.

Add a strip over the area of the old gasket, press the hatch down real hard & secure it. Should even work after the hatch has been used a number of times.

Tried this. Didn't really work. I question the use of the term closed cell.
