Lewmar Steering Brake Seizure

I have a Lewmar/Whitlock cobra steering pedestal with a wheel hub on the back and the brake has tightened up inside making the steering very stiff. The aluminium brake housing seems to be really stuck solid, Any ideas to try to release the brake if you have experienced similar problems? pic attached.
