Forespar socket end how-to

Is this 1980’s era Forsepar socket end broken? If not, how does one operate it? We soake it in white vinegar for a week or so, which freed up the lever. And then with some heat, the set screws was freed. If this is supposed to operate like the newer Automatic socket ends, it is clearly busted. I’ve searched online for older instruction manuals to no avail. Thank you in advance for any help offered.
