Dutch Sailing Barge rigging?

I have been looking at Dutch sailing barges that have been converted for living/yachting and have discovered that one of them has what looks like an inverted stirrup mounted some kind of a stay (maybe") just about a foot above both port and starboard rails just forward of the leeboard pivot. Anyone got any idea what purpose they serve and how one uses them? I am quite sure that they are there for some good reason, but I am stumped!! (See attachment)
