A lot of boats which have deck stepped masts, have all of their electrical wiring exiting the spar near it's base. And then they're led below through a Swan's neck, which has a seal around the various wires. Thus, there are no holes under the foot of the mast. And between the way that a Swan's neck is designed, plus the sealant used on the wires, that penetration in the deck stays watertight.
