Cracked mast at base

Any advice on fixing a crack at base? see pics... would mast have to come down?

Weld and splice a new section? Just weld? Weld and place collar around crack section?

It looks like it has always been ready to crack. What kind of repair is going on there anyway? It kinda looks like it needs to taken out and fixed right.

Looks like it filled with water and froze,probably best to remove it to fix iy properly.

Initial weld occurred when boom vang bolts broke... not sure why it was down like that...
