Waste Tank Float Stuck

My float in my waste tank is stuck. I think what I've been doing is emptying my waste tank and all of the crud has cause the float to stick. Does anyone know how to get it unstuck without taking it apart? I've used dishwasher soap with no avail. I think the solution is to keep the tank full of clean water while in port so the float does not dry up with all the crud on it. Any advice as how to get the float unstuck without having to take it apart? Thanks.
