Valve identification

Does anyone know what this valve does? One side goes to the bilge pump, and goes to a sump in the bilge and the last goes to a free tube that I suppose is for sucking up water that didnt make it to the bilge pump sump?

I cant get the handle to turn.Click image for larger version

That’s a valve that allows you to use, what I’m assuming is a diaphragm pump, the small hose to clean up the little pockets of standing water left in the bilge.

It’s possible that a cheap valve was used and the internals are seized

Right now it seems to allow water to be sucked up both through the sump in the bilge AND the free hose. So I am a little confused on how this is possible?

It’s most likely failed with the ports lined up partly with all three openings.
