Sewage Discharge - law compliance

Hello, have a question regarding discharge law compliance.

I am thinking our setup may not be 100% compliant. There is a Y valve that will either allow overboard discharge or send waste to the holding tank. This Y valve has a lock on on it. The macerator discharge bypasses everything and goes to a large thru hull (Not lockable), Is this set up compliant?

I am thinking I may need an on/off valve on the macerator discharge line with a lock to truly be compliant but curious,,,

Yes, you are correct. In US waters, you need to be able to disable the mascerator discharge. We have a valve at the mascerator pump and just take the handle off of it. There is no way to tie it off or lock it. I have been told that this is sufficient.

If you are ever boarded and inspected, you need to demonstrate that the ability to discharge waste into the water has been "disabled." Simply placing a switch with a key lock at wire that feeds power to the macerator pump should be sufficient. The switch similar to the one pictured below is what I'm referring to.
