NEED HELP W/ TOILET

HI All, I just emptied out my waste and now when i try to use the foot pump on the toilet to pump the water from the bowl no water is coming out. Do i have to prime it or keep pumping the foot pump to get the water to come out? The Toilet is the one with a handle on the side that you pull and push back and fourth and it has a pump under the front of the bowl so you can push with your foot to make the water come out on the side of the bowl to flush the waste.

What is the make and model? Are you sure the seacock for the inlet side is open?
