Which gives me a good opportunity to remind people that the "3 mile limit" does NOT mean just 3 miles from shore in a bay, river or lake...you have to be in open sea at least 3 miles from the nearest point on the whole US coastline or from any offshore island--for instance, Catalina, Nantucket or any of the San Juans in WA state. There is no "3 mile limit" in any of Great Lakes..it's illegal to dump a tank on either side of the border in all of 'em.

This is important to me.

I use that water. I swim in it. If it's freshwater, I filter it for drinking.

I don't want oil, gas, or your or my poop in it. I'll go to a lot of effort to make sure I don't cause a spill.
