Sounds like the compressor's output is excessive for size of evaporator. You can reduce daily energy consumption by lowering compressor speed. If compressor is already running at lowest speed thy a fan to circulate more air over condenser's surface area. When a small refrigerator and refrigeration system is correctly designed energy efficiency is normally best when thermostat controls evaporator temperature.
