Freeze-Up of Freezer Expansion Valves

We have a Grunert refrigeration system. It runs both the fridge and the freezer (split system, they are 10 feet apart). On the freezer system, the cold plate is in the freezer section (duh), but the expansion valve and plumbing are above the freezer section, actually in the base of a small cabinet above the freezer. There is (was?) a cover over it, with foam under it. However, when the freezer gets cold, this section also freezes up, and we get heavy condensate in that cabinet AND it's affecting the counter as well. Here's a photo of it from within the cabinet:

This space had some shipping popcorn it, which was saturated with water and frozen over. Any thoughts as to how this should have been done, or what to do to correct the problem?

I would foam the complete area with spray insulation foam. You may need to remove foam at some point so spray area with a release material like wax or WD40 before adding foam.
