Can I remove this water tank cap?

Hi,
I'd like to drain my water tank">fresh water tank, however draining it via the sink faucet is taking forever. Can I force this cap off without damaging it? If so then I could manually pump it out. Looks like it has some kind of sealant gunk around it.

Its not that big of a tank here is what I do I remove the hose from the underside of the faucet and start a syphon into a bucket or just into the bilge then use bilge pump from there.( I use a 5 gallon water jug.)

Water tanks are suppose to have an inspection port. I can't tell from the picture but it should unscrew.

I use a wet vac to clean mine every spring.

You'll probably need to make a new gasket so the lid seals properly. Take the
opportunity to give the tank a good clean.
