It does Dave. It's an endorsement and you have to write test and have equivalent days on a sailing vessel for the tonnage you want.

Interesting stuff , YM is not listed in paragraph 3/4 so it looks like it is needed, never seen a requirement for it , it's just normally the YM and 4x STCW 95 the v1's Coc etc , I see it only came in after 13th August 13, so it will be interesting to see if it just gets added along with the other 4.

It is currently a "requirement" before they will issue a NOE (notice of eligibility)
that allows you to be tested for your masters.
The screw turns ever so slowly but always tighter :-)

As previously mentioned an endorsement is available for USCG tonnage licenses.
The OUPV license (operator of uninspected power vessels aka 6-pack) includes sail as well as power, so no endorsement is necessary for that license.

A bit off topic , I'm off to the Bvi in sept/ oct, as I understand it, the bvi captains license can be issued to a YM , but the Usvi wants the 6 pack , but as a non us passport holder I would be unable to take it?

You only need to be a US Citizen to take the USCG Masters and above, but you don't need to be a US citizen to take the 6-pack. You can take the USCG OUPV (6 pack) if you're 18 years or older, and have:

360 days underway experience
90 of those days in the last 3 years
Physical, drug test and eye exam
Valid CPR/First Aid card to Valid CPR/First Aid card (American Red Cross, Heart Assoc. or USCG Approved course)
Completion of the USCG exam OR Completion of a USCG approved course
Transportation Worker Identification Credential

I am the OP and took the RYA Yachtmaster Offshore exam (plus theory and practical course) in Newport. It fit my objectives very nicely and filled in the holes in my more or less self-acquired sailing knowledge. It was very focused on sailing and covered most of what a cruiser needs to know when heading out, and most importantly, what a cruiser needs to DO. Everything is tested in vivo on the boat out on the water. It was challenging and people fail the practical exam regularly. I highly recommend you make sure to take the non-required theory and practical course that most schools offer right before the exam.
The OUPV is a theory course only, which is a different beast. Also, I am not a US citizen and have a green card. This means I can sign up for OUPV but can't go higher, and the ticket only allows me to commercially skipper boats up to 5 GT, which only covers small day sailers (citizen can use the tickets for up to 25 GT). The RYA YM is for 200GT but not accepted in the US. Well...
