valid sanitation control exemption control certificate

I noticed on the paper work for the Bahamas they ask if you have "a valid sanitation control exemption control certificate". Doing a google search I didn't get an answer to if this is a requirement for a pleasure boat, or if it is required at a specific size etc. Does anyone know the details on if this is a requirement?

Looks to be a ship thing, done by the World Health Organization ( WHO)?

I have no idea other than it seems if you want one, your not getting one in the US?
