Living in Thailand but needing ICC to get CEVNI

I'm British living in Thailand I have had boats on the Thames for years (without any qualifications). I am planning a trip to France to buy a boat and cruise the French canals for 6 months. I see I need a CEVNI (no problem taking their online test) then I need the CEVNI to be attached to an ICC. Trouble is there's nowhere in Thailand that has canals or RYA training schools that issues ICC's. Help!!

Hi Gabilo, I contacted Tim at SailQuest Sailing School Thailand | IYT Fast Track Course | Learn to Sail I explained exactly what I need but he could only offer me a 10-day (sailing-course) that costs 60,000 baht. I think that's not going to work.
