I will buy a 44 cat in a year

I have taken ASA 101 103 Rya skipper (didn't build up the hours)
And want to take more courses /licence/ skills in this year to prepare off shore sailing.
I am in Ontario canada
Example the Radio licence.
Language Spanish? French?

I think I will buy a boat in Caribbean or Europe.

Seems like it might be a good idea to complete your ASA 104. Then get some time on the water and consider doing your Coastal Navigation (ASA 105) and Advanced Coastal Cruising (ASA 106).

Let me know if you have any questions about these courses. We would love to have you join us for a course in Grenada this winter!

Gpolar: There are some cats for sale up a jungle river in Guatemala. There is a huge lake you can learn to sail on, many boats for sale there and is the only area in the northern Caribbean that is safe from hurricanes. Agree with LTD on ASA 104, 05 & 06. Then charter a few different brands, expensive? Yes, but may keep you from making an even more expensive mistake later.

Search and you may find a group that is "one cabin" open and wiling to sell that cabin for a quarter of the charter costs. Cheaper way to charter and great way to make new friends. You would also benefit, hopefully, from their sailing experience.

I honestly have no idea how you would vet the group tho.. They may be good or they may be not so good.
