Certification in UK ?

Hi.I am 31 old Polish sailor,its that true that i dont need any certification of yacht skipper in UK for private 12 meters long sailing ocean cruiser under British Flag build or buying that boat here ? Everybody say me something different and i am confused (. com )) ) in Poland people says that U need safety certificat and boat must be here registered and that U pay for mooring in any UK marina...(for example build 12 meters ferro boat or buying 10 meter offshore and without any paperwork sail to Lisbon ?) Sorry for my English Thank You.

you do not need a skippers certificate to buy or sail a boat privately in the UK
you will pay for moorings and marinas in the UK,anchorages are usually free
if you sail to the European mainland,you will need to proove that the boat has all Vat (tax) paid
your boat will need a C.E certificate,this is a europe wide safety certification,all boats need this certificate in europe even those that are built outside of the EEC
