What is this... ?

Never seen a boat like this before, any details on the brand, mission, power, speed, range, etc..?

I have no idea what it is. I saw one on the river last year, didn't have much of a wake for the speed he was moving. Saw them later at the fuel dock they were on the way to Iowa from Galveston, Tx.
