Licensing a fishing trip or diving boat in UK

Hi folks, I wish to start a business on a 28-33ft powerboat and doing the charting for fishing trips or diving. Could anyone suggest me any licenses and certifications needed for that?
I mean personal and vessel licenses/certifications and if possible, tell me which authority to contact for?

For SCUBA diving, earn an Instructor's rating through PADI.com; the largest and the most recognized diving outfit in the world. For fishing, check with your local government on their requirements; fisheries and wildlife (US). As for chartering your boat, you'll need a Captain's license, boat seaworthiness certification, Coast Guard certification, various health and safety training/certification, among others. Good luck!

Everybody, please note that the OP is asking about licensing/certification in the UK. I.e. not in the US...
