Do Center Console boats sink?

On an Isla off Cancun there are quite a few "go Fast" center console boats with usually 3 but some 2 or 4 engines. Rumor was that on nights with calm seas and no moon some of these would make a run to Cuba. More than 4 times in 2 years I saw one of these pulled into the bay upside down by the Mexican Navy. All that I saw floated with the stern well under water but there was enough of the bow high enough that several people could have rigged a way to stay out of calm water. These were all sharp enough Vs that some line would need to have been rigged.
