I am hearing conflicting reports re cell phone boosters. Does any member have any reports of a good cell phone booster. I have heard that they do not increase offshorereception of cell phone signals. We have a horizon cell service.

Horizon? What country?
Properly installed booster systems DO work. Key is a good amplifier and great antennas and mounting locations.

I would add that another key is getting an amplifier that works with your cellular system. If your cellular service is CDMA then an amplifier that only works with GSM isn't going to be much use to you. If you don't know what these things mean, then you either need to learn, or just hire someone you trust to put together the whole thing for you (which, of course, will cost more).
And as an alternative to cell boosters, which often use just one antenna, you can use a device that supports MIMO antennas. Such a device would be your regular phone or something like a “PEPWave max br1”, which can be used to make VOIP calls.
