In our experience all over this planet, bureaucrats are under-paid and over-worked. The poor dears appreciate any 'help' you can offer them.

Of course, at 29-years old, a lot of us had moral objections to bribing bureaucrats to get them to show some humanity.

All those objections evaporated on my 30th birthday. Some kind of magic, I suppose.
