In the UK amateurs have been advised that they must have the local language and dialect to be of any use out there.
The exception maybe that some boats can shift a few tons of goods at a time as roads and transport is at a standstill.
Law and order is marginal, people are very hungry and thirsty. Consider if you can help and be safe-ish.
Money remains the best option to help those dedicated to helping in these situations.

OceansWatch <owna: Welcome to OceansWatch | OceansWatch :: North America (CA) > is helping to coordinate a fleet of sailing vessels to take food, medical aid, relief supplies and support to Haiti. As of today there are five boats in and around the Florida Keys and Virgin Islands preparing to depart February 8 bound for Haiti. They will take as many supplies and materials as they can carry and we can get to them before they depart.

OceansWatch is working together with the Seven Seas Cruising Association to help coordinate members, boats, donations, materials, supplies and crew preparing to shove off and deliver aid and lend a hand.

Please help in any way you can.
Much is needed. 100% of all donations to OceansWatch for Haiti relief will be used directly for purchasing supplies to be delivered and donated in Haiti. OceansWatch North America is an all volunteer 501(c)3 non-profit with no overhead, salaries, marketing or administrative expenses, so 100% of all donations will go directly to aid with none used up in costs, fees or any other non-aid expense.

Donate Used Sails for Haiti

Turn your cast-off sails into life-saving shelter for some of the 770,000 Haitians who were left homeless by January's earthquake.

If you have sails to donate, please deliver your sails to:

Shake a Leg Miami at 2620 South Bayshore Drive, Miami, FL 33133-5424 (305) 858-5550 between 8:00 am and 5:00 pm.

Several Maine businesses have offered to serve as collection points.
Donated sails can be dropped off until March 19 at Maine Sailing Partners in Freeport and Pope Sails and Rigging in Rockland.
Sea Bags in Portland will collect used sails through March 21. Sails also can be dropped off at Portland Yacht Services, in Building 11, during the Maine Boatbuilders Show March 19-21.

Identify them for shipment to Haiti by writing "HAITI" on them.
