The only vessels that were in evidence when I was there, were dug out canoes, the dhows that I saw came from other parts of the region and people aboard were not fisher folks. The one day that the US Navy allowed the locals to come out fishing in the 3 weeks, I was anchored offshore there, I only saw some really broken down canoes paddled by broken boards or what ever was at hand. Now in the intervening years since I was there, they may have built a viable fleet; if they did, how did they come by the money? As far as arms go, there is no shortage of AK - 47s anywhere. Some one had to have the money to bring them in. The things I saw, were the streets were ripped up to pull up the pipes and all the wiring had been salvaged to help pay for food, because they couldn't farm, if they did someone came by and shot them in the fields. The U.N. compound was the only building in Mogadishu that had power and that was because they brought in their own generators. The air port consisted of a runway and some sheet metal hanging in the trees to keep out the sun. There were some '50s vintage jets, but they were all piled up in a gully with any thing of value taken out of them.
