Freshwater sailor's question about bottom coat on saltwater boat

I have long sailed on lakes and rivers, and am now looking to buy a used boat that was in ocean. It had the bottom coated in 2006, and "waxed" last year. I am used to seeing shiny smooth bottoms on my boats, but this boat has a coating on it that has a lot of texture - sort of looks like tar had been rolled on. This includes the rudder. I don't mind losing a bit of speed, but the question is whether this is a deal breaker, or something I should just live with, or something that I should think about sanding off when I get it back out of the water next fall. You'll probably need to post a few pictures.

Bottom paint can look thick at times. Usually though folks repaint the bottom of their boats every 2-4 years depending

Pictures below are of my Boat's Bottom Paint Jobs. One in 2011 after I first bought it and one in 2015. Also another one before I painted it after the boat had sat on the hard for 5 years

What you are looking at is ablative antifouling. It goes on thick and dissolves away gradually. It's just a different concept from hard bottom paint.

Have it soda blasted off and then put on whatever type of bottom you prefer. No big deal.

The pictures of my boat above are after I painted with Micron CSC Ablative Antifouling Paint.

I always thought it looked great after each paint job and wouldn't say it looked like a covering of rolled on tar, but I have seen thick looking black bottom paint on small power boats though at the dock that looked that way
