CF's photo management stinks!

goboatingnow, to get to the "manage attachment" option, just click "Go Advanced" and scroll down.

If you see the photo you want to include in your post, you can often just right click on it, copy it, then paste it in your post. No need for the Manage Attachment option.

You can then put text below the picture as well.
It's actually pretty easy to include photos.

What you need is a photo hosting site, not a forum. There are plenty free ones if you don't like the paid options listed before. I believe flickr is free.
